Evaluation study assessing the impact of resettlement and rehabilitation efforts

The Ahmedabad Metro project is being implemented by GMRCL with financial support of the Japan International Corporation Agency (JICA). A Resettlement Action Plan (RAP) has been developed for the Rehabilitation and Resettlement (R&R) of project-affected families. An impact evaluation will be conducted over the three years (2018-2021) to assess the RAP’s implementation and its impacts, verify internal monitoring and suggest adjustment of delivery mechanisms and procedures. Research tools focus on the following:

1. PAP Demographics
2. R&R Process (Interactions, Understanding, and Involvement of PAPs)
3. Economic (Business, Employment Status, Income Levels)
4. Social (Housing, Infrastructure, Social Amenities)
5. Lifestyles

It will study the internal and external elements that affect the appropriate implementation of the RAP and suggest course corrective actions on an ongoing basis while paying particular attention to vulnerable groups.

APPROACH

The broad approach for undertaking M&E activities includes participatory research, action learning, and collaborative strategy development. The evaluation framework has been designed to facilitate:

  • Learning and process enhancement (through process monitoring by participatory methods, involving group self-ratings, reviews, scorecards, satisfaction surveys, etc)
  • Impact evaluation (involving the use of appropriate baseline and controls)

The analysis will be conducted by using an impact score model–where an impact score will be calculated for PAPs, pre-post resettlement. The analysis will also be performed on the differences between PAPs, each presenting a unique profile based on their degree of loss, displacement timeline, socio-economic characteristics, and type of support received.
